If you are required to submit an SMP as part of your contract or in the tender process, it is crucial for all Suppliers to understand and acknowledge that your Safety Management Plan is regarded a part of the contract and is therefore contractually binding.
The plan must clearly articulate an understanding of the Statement of Work and provide risk management strategies of the hazard and risks throughout the life of contracted works.
Upon completion of your final plan, it will undergo an assessment to verify that it captured and addresses the mandatory content requirements outlined below.
To assist, Optus has published a suite of High Risk Task/Hazard Standards and incident reporting requirements accessible on this website.
The Plan must include:
- How it meets the requirements outlined in the Optus Hazard Standards, accessible via the High-Risk Task Standards Navigation Tab.
- Risk management methodology for hazards and any change to the planned work
- A project risk register appended to the plan, which may be generic, acknowledging that hazard and risk management approaches may vary by location and require site-specific Safe Work Method Statements.
- Incident reporting procedures, time frames, processes are detailed in the navigation tab for Incident & Hazard reporting, the Optus Serious incident reporting hotline must be included in the SMP and communicated at a site level
- Emergency Management and planning including site first aid provisions and separate emergency plans for mobile powered plant, confined space, pole top, roof top and tower rescue
- WHS Resourcing plan, outlining the methodology and/or proposed ratio of WHS resources relative to scope/work volumes.
- A WHS organisational chart detailing all WHS contact points.
- A proposed subcontractor model, including subcontractor management processes, pre-qualification criteria, site supervision, and management protocols.
- An understanding of Contractor duties concerning WHS, with an extension to demonstrate comprehension of WHS duties if designated as an Optus Principal Contractor.
- Proposed WHS onsite consultation mechanisms and communication interfaces with Optus and any third-party stakeholders and duty holders.
- What processes are in place to ensure worker competencies remain current, verifying that workers possess the appropriate qualifications, licenses, and have completed necessary inductions.
- How and when pre-start and site kick-off meetings, toolbox talks etc are done
- How site WHS documentation will be managed
